A good report, thanks for posting it here Rastaman!
Here are the points I would like to make...
1) Being a fisheries officer he has experience with wildlife and knows what a bear looks like.
2) Being a fisheries officer he is in a position of trust within his First Nations community.
3) The elders in the village believe him.
4) The First Nations elders were able to track the animal for some distance, and knew it wasn't a bear.

If this happened last Wednesday, still in winter, then it can't be a bear because they are still hibernating at this time of year. I've hiked close to that area and its still a wild and desolate area with lots of uninhabited wilderness. An interesting sighting coming from a trustworthy source.

I watched a large black bear stalk two deer up by Rock Creek in at least a foot of snow

Could be possible but highly unlikely to see as bear at this time of year around that area of Vancouver Island. Not much food available. And bears and wolfs have been seen swimming between islands for those that wonder how they get there. Possibly sasquatches also swim between islands to get to better food sources.
Black bears are the only bears on VI, but recently the odd Grizzly bear has been seen by hikers and hunters. A couple of years ago, a grizzly bear was seen and photographed by a hiker in Strathcona Provincial park. They also swim from the mainland coast to the islands west.
